No one on ladder receiving ladder-generated emails

My players have notified me that no one is receiving a system generated email notification about being challenged.
I also used the "email everyone on the ladder" to send a test message, and I (the admin) was the only one who received it.

Is there a systemic problem with the email function?
If not, what could cause this locally?
